I’m <<removed PII>>, developer of “MailMate”, a briefing assistant that integrates with Microsoft Graph (Mail, Calendar) and produces audio briefings for our users. We need to test delegated Graph scenarios with multiple mailbox personas, admin consent flows, and Graph throttling behaviour.
I registered a fresh developer account and filled out the profile with development/test usage only. The dashboard still says “You don’t currently qualify for a sandbox subscription” and no “Set up Microsoft 365 E5 sandbox” button appears.
Could you please enable an E5 developer sandbox for this account, or advise what additional information you require? The sandbox will be used strictly for development/testing of our Microsoft Graph integration and Azure AD authentication flows.

While we cannot investigate your account directly, the best next step is to review the Microsoft 365 Developer Program FAQ, especially 2 below sections :
If you are switching between a personal Microsoft account and a work or school account, I recommend using a private or incognito browser window, signing out of other Microsoft services first, and confirming that your profile details, such as country or region and age, are accurate.
