Bestimmt, ob eine Pfadzeichenfolge auf den Stamm eines Volumes verweist.
Diese Funktion unterscheidet sich von PathIsRoot dadurch, dass sie Pfade mit den Präfixen "\", "\?" und "\?\UNC" akzeptiert.
