Azure App Service
Azure App Service is a service used to create and deploy scalable, mission-critical web apps.
That's not a supported scenario. You don't "invite" members, you create them directly in your own directory. Guest users authenticate against their own tenant, so if you are trying to get them to use a custom app, it needs to have a representation (service principal) in the home tenant.
