WVD limit number of users login to single vm

I have created a WVD pooled instance with a 2 VM A2m v2 instance
The moment more than 1 user log in to the VM the CPU usage shoots up to 90%
The users cannot perform any day to day activities like working on PPT/Excel
Q1) How can I manage to optimize the usage of CPU on azure VM?
Q2) How can I restrict number of users to 3 on single VM? (as by default 8 user can login to one VM in WVD)

    @F_N_S Apologies in delayed response.

    You may try set load balancing method to “depth-first” and set MaxSessionLimits to 3 at that host pool. Please see this link for more details.
