After we do our due dilliigence, get all assets into the cloud and turn off dir sync making the users cloud only, what happens to synced groups? Do they become cloud only as well?

Confirmed - once directory synchronization is disabled, synced security groups will no longer be managed by the on-premises Active Directory. These groups will remain in Azure Active Directory (Azure AD) but become cloud-only groups. You will be able to manage these groups solely within Azure AD from this point forward.
