Edge enterprise site list not auto populating, must use force update. GPO deployed

We are using the IE site mode list deployed via GPO for many years. Up to recently the list would populate without issue but now it requires the use of the force update button. The machines have the latest Edge version 134.0.3.124.93 and have been recently rebooted. We've tested waiting 65 seconds as mentioned in other threads but that did not work. We require the list be available asap like it was working previously.
