From your description, I understand that you are unable to make calls with your Skype account via Teams. I am sorry you experience this issue.
Please know that you can access your Skype account via Teams free and on Skype web portal. If you have an existing Skype credit or calling subscription, you be able to make calls because the Dialpad will be available to you. If you only have Skype number available, you will be able to only receive calls on the Skype number, but the Dialpad will not be available.
If you want to get a refund for an unused subscription that recently renewed, please follow the steps below:
Sign in to your Microsoft account with https://account.microsoft.com/services and go to the subscriptions page.
Find your subscription and select Manage.
Click Cancel subscription and follow the on-screen instructions to refund the subscription. If you are eligible, you will be able to get a refund.
