Windows 11 update ring settings not working as expected

In my environment, a Windows 11 update ring has been created with a Quality Update Deferral Period set to 5 days and a Feature Update Deferral Period set to 15 days. However, despite setting the Quality Update Deferral Period, some devices are receiving updates earlier than expected, and on some devices, the Feature Update is not being received at all.
