Intune Windows Updates Not Restarting Devices

I am using Intune to upgraded device from Windows 10 to Windows 11. For the automatic update behavior I have it set to "Auto install and restart at a scheduled time". What I have noticed is devices has downloaded and installed Windows 11 but waiting to be rebooted and not rebooting nightly at the setup time listed.

Any ideas???

    Changing the setting to use a maintenance window instead of a specific start time corrected the issue.
