User/Device (BYOD) not receiving specific app policy

I have a BYOD user that has sucessfully registered their device and it shows as compliant. However, our Okta Verify App Policy that is "force" installed (or asks to manage if existing) is not getting pushed and there are no errors in the logs.

Is there a way force push an App Policy to a specific user/device other than hitting the refresh/sync from the Intune admin portal or from the Company Portal App on the device itself?
