What did you do? If touch works in the UEFI screen to navigate menus, etc. your next step is to reimage with the downloadable recovery image https://support.microsoft.com/en-us/surface-recovery-image - and if that does not resolve the issue, you would need to contact support for an exchange. Let us know the outcome of using the recovery image.
