No access to catalogue

We have a working Google shopping campaign, where most of our traffic comes from and wanted to have the same on Bing. Everything seems set up correctly. An import from Google is scheduled every day, with campaigns, add groups and product groups imported and can be seen in our Microsoft dashboard, but no products at all. There is an error "The file cannot be processed, as we are unable to map it to any catalog." Searching through all the options and tools in the dashboard and merchant centre, there is nowhere to access or even see a catalogue or reference to one.
Following this answer, there is no Catalog Management Tab in our Merchant Centre:
"How do I create a catalog and feed file?


1.     On the top menu, click Tools and then click Microsoft Merchant Center (or from the global menu at the top of the page, click Tools and then Microsoft Merchant Center).

2.     Click the store that you want to update.

3.     Click the Catalog Management tab and then Create catalog." <<<< This tab does not exist in our Merchant centre<<<

I have been in touch with support for several weeks and seem to be going round in circles. They initially suggested naming import files the same as the catalogue, but I can't see the catalogue name (although with a Google import, I have no control of any names, data comes through the API), have tried test files with every possible combination of names, all with the same unable to map to a catalog error.
Does anyone have any ideas about how I access, update or create the catalogue and have products appear in our shopping campaigns? We have had the same funds sat on our account for at least a couple of months, waiting to be spent and generate traffic and revenue for us.
