Bing Ad Editor - Installation Error

I am trying to install Bing Ad Editor on windows 7 but I am getting the following error "0x800713ec - Asia". Any idea what is causing this error and how do I resolve this?

    Thank you for contacting Bing Ads Support.

    To install this download:

    1. Ensure your system is up to date by installing all High-Priority/Required updates on Microsoft Update
    2. After installing all High-Priority/Required updates with Microsoft Update, download the Bing Ads Editor by clicking the Download button for the appropriate language and saving the file to your hard disk.
    3. Double-click the setup.exe program file on your hard disk to start the setup program.
    4. Follow the instructions on the screen to complete the installation.

    To remove this download:

    1. On the Windows Start menu, click Control Panel.
    2. Select Add/Remove Programs.
    3. In the list of currently installed programs, select Bing Ads Editor and then click Remove or Add/Remove. If a dialog box appears, follow the instructions to remove the program.
    4. Click Yes or OK to confirm that you want to remove the program.

    To install Bing Ads Editor Prerequisites remotely (Administrator)

    1. Command: BingAdsEditor.exe /prereqs /quiet

    Installing Bing Ads Editor with Windows XP

    As Windows XP is phased out, compatibility with new releases of Bing Ads Editor is limited. We strongly recommend transitioning to Windows 7 or later as soon as possible. If you're unable to, you can install Editor for the first time for XP by following the steps below:

    **NOTE:**If a recent release of Bing Ads Editor is already present, these steps are not required – the latest version can be installed over it.

    1. If necessary, update required Windows components:

    After each step, reboot if prompted. 2. Install the database for Bing Ads Editor: 1. Download SQL Server 2008 R2 Express to your desktop. 2. Click Start then Run and paste the following command.     This information is already given on the page of the product download. We've read it before the installation.

    Just repeating it doesn't help at all!

    The man gave you the exact name and number of the error. Why not try to explain how to solve this very problem and not just any problem concerning the installation?

    He says he got Win 7. Why do you copypaste information on Win XP?

    This is very poor support, I must say.
