I understand that your Merchant Center error states that 100% of the offers in the store are not targeted. Also, that your ultimate goal is to get your products listed free of charge.
It seems that you are getting that error message because you haven't yet created any shopping campaigns on your account. Please also keep in mind that the Microsoft Advertising platform (unlike Bing Places) is not an entirely self-serve and free of charge platform. In other words, in order to be eligible to show potentially free product listings, you need to be running shopping campaigns at first, which involves running paid advertising to begin with. Free of charge product listing do not show frequently and there is no guarantee for getting free traffic. Provided that you meet all the requirements, your product listings 'may' be shown free of charge. With Product listings, your products can show in the Bing shopping tab for free. The Bing shopping tab has a dedicated unpaid section, where any clicks from the unpaid section are free. Free listings give you wider exposure for your products by displaying them in more places. With more impressions to a wider audience, you can increase your click-through and conversion rates. For further information, please see the following help page:

To increase your shopping campaigns’ return on investment, look at the potential of offers that are not targeted. Download a diagnostic report for untargeted offers in Microsoft Merchant Center. A downloadable diagnostic report is available in your Microsoft Merchant Center Store summary tab, under the Diagnostics section. You’ll see an error message, with a link to download your report:
