Surface Duo Usb Card Reader

I am an avid hunter and like to occasionally check my game cameras which use an SD card.  I bought a USB-C card reader.  I plug the card reader into my Surface Duo, but nothing. Shouldn't this functionality be available on a $1400 phone?  The card reader works fine on my girlfriend's Samsung Galaxy.

    A USB-C accessory that indicates to Surface Duo that it needs more then 600mA of power or draws more than 600mA of power will not be enumerated by Surface Duo. Additionally, if you are using a USB-C hub that meets these power requirements, the hub will be disconnected if a device attached draws more than the maximum power declared by the hub.
