Surface Laptop 3 Won't Connect to (x2) Dell USB-C Monitors via Surface Thunderbolt Dock 4

I recently purchased the Surface Thunderbolt 4 Dock ("Surface Dock 4") after being explicitly told by Lyn with Microsoft Sales that the Surface Laptop 3 would work with (x2) Dell USB-C monitors without the need to daisychain the monitors together. However, when I plug the USB-C monitors into the Surface Dock 4 and then the Surface Dock 4 into the Surface Laptop 3, only 1 of the 2 USB-C monitors will turn on. I can confirm that both USB-C Dell monitors work. Was Microsoft sales representative incorrect in their statements to me? The following is my conversation with Lyn from Microsoft sales on July 12th, with bold emphasis added.

You: I would like to connect two external monitors to my current Surface Laptop 3, and am considering the Surface Thunderbolt 4 Dock

Lyn: Yes. The Surface Thunderbolt™ 4 Dock will be connected to the Surface Laptop 3 to extend the port. From there, you may attach the monitor to the dock.

    First, I would like to apologize for the inconvenience this has caused you.

    The Surface Thunderbolt 4 Dock is optimized for devices with a USB4/Thunderbolt™ 4 port, like the Surface Pro 9, Surface Pro 8, Surface Laptop 5 and Surface Laptop Studio. Yes, using the dock with the said device, you would be able to connect up to two 4K external monitors @ 60Hz. However, for devices that does not have a USB4/Thunderbolt™ 4 port like the Surface Laptop 3, it only supports up to one 4k external monitor @ 60Hz.     I'm sorry for the miscommunication with the representative and I would understand the sentiments on this inconvenience.
