Micrsoft Edge opens blank white tap when user types in website that should open in Internet Explorer Mode

We have configured Internet Explorer mode with Enterprise Mode Cloud Site List on our users laptops and everything works there.

But we have an issue once we applied these configurations on our Remote Desktop servers. The Internet Explorer Mode works fine and opens with the little Internet Explorer icon in the left right corner. The issue is that when you have opened Microsoft Edge and want to go to a side that should open in Internet Explorer mode then a blank white Edge page opens over the site.

You can click anywhere in the window and the white site will hide under the original website. If you open yet another site then no white screen will appear.

We have updated our Windows Server 2012 R2 to the latest patch the same goes with Microsoft Edge and the admx/adml files that we use in the GPO.
