Sorry to hear you're having this problem with Edge. May I ask what's currently on your new tab page? Was it set to Informational like in the image below when you access the new tab page settings?

Sometimes it comes back, but then it just disappears a while later.
I've tried resetting Edge and that doesn't work, and I can't change the background or view any button that allows me to see customization options of news or background changes.

Every button is gone, with the only things on the new tab being the quick links, and the search bar that's placed in the center of the tab.
I see. Can you try deleting the new tab page cache? It should reset to default once deleted. To do this, go to Edge Settings > Cookies and site permissions > Manage and delete cookies and site data > See all cookies and site data. Search ntp.msn.com then click the bin icon to remove and check if the issue is fixed.
I deleted the cookies, refreshed, opened up another tab to see, and closed Edge and reopened it. It was still the same.
I also tried deleting every msn cookie, and that still didn't work.
All it did was rearrange the quick links I have to a default order.
Try to reset the Hosts file and see if it helps. It might be blocking the new tab page that's why some options are missing. Resetting it to default might help
