Please try to use the following method:

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Edge\Recommended
path, if you do not have a Microsoft folder or Recommended folder, please create a new one;
In the above path, right-click to create a new DWORD (32-bit), named NewPDFReaderEnabled, and then modify the value to 0;
