Where can I download STANDALONE English language pack for Win8.1?

Hello guys,

I need English language pack for Win8.1 as mentioned and I've tried to download it from Control Panel as Microsoft site recommended, but IT DIDN'T WORK. It didn't do anything after I clicked download button. I tried to run lpsetup.exe in system folder directly and it also failed. So it's clear I only can get it from download center but sadly the page doesn't provide the link, it seems that I only can get the pack I need from Control Panel. That's not good:/

Could anyone give me the direct link I need? Thank you very much.

    Try run Windows Update and download and install all updates.

    Try download them using the following website , take a look at Language pack updates for Windows 8.1 Update 2919355 (microsoft.com).
