The mouse wont work in the Bios
Keyboard and mouse work in bios but as soon as Windows boots, safe mode or normally, they lose power. I can't log in
Keyboard and mouse work fine in BIOS. As soon as Windows boots I lose power to all USB devices. This happens regardless of whether or not it's in safe mode

Bios is not the issue, it's only when Windows loads that I lose all power to all USB ports.

Given that you can enter the BIOS configuration utility, look carefully through the various screens to find where the USB ports are configured and make sure that the USB ports are enabled.
If you can't find that setting, reset the BIOS to default values using the indicated F key, usually F9 or F7.
