Hi
I'm living in Iran actually it's easy as drinking water to use pirated windows , but I want to do everything legally so actually can I just use windows products as PC platform not using any online service such as Microsoft app store or any other online services?
Also if not please tell me is there anyway to use windows inactivated in Iran legally?

There are restrictions on using Microsoft products in certain countries such as Iran. Take a look at FAQ (microsoft.com).
Pirate version of Windows contains malware and is not safe.
The best way would be purchasing a device which genuine version of Windows has been installed.
