Suspicious Windows Restart message

The following pops up when I start my computer. The font looks dated, and doesn't even reference 'what' changes it will 'apply'.

The icon to the left in the task bar is linked to the pop-up,

Please advise!

    a friend of mine, fixed this issue using an easy

    method called "Power Drain" All what you've

    to Do is.. When Restart the Pc and the

    Pop up appears : 1) Remove the power cord. if is Desktop

    1. in a laptop : unplug the Charger+remove the battery
    2. Press and hold thePower button, for 30 seconds
    3. Plug in the : Desktop power cord or 
      plug back, the laptop charger & battery
    4. Restart the system and 
                    Post results : Did work,.?
