You probably have set a MFA policy in Conditional access for Cloud apps?
We needed to exclude 52.105.132.0/22 (Microsoft IP scope) from that rule.
We probably can narrow down on what cloud app we need that exclusion for, and even maybe narrow down the IP-scope, but we haven't had time yet to explore further.
