How to assign a Task from "Lists"

I have been running in circles trying to figure out why when I add a person from my organization to an item within a "Lists" tab, why it won't create or send that item to "Assigned Tasks."

Can anyone help with what I feel like is an insanely basic function?

    The "List" in question is on a channel that the whole team has access to.

    Assigned tasks is enabled and is not an issue when using the "Planner" module.

    Cleared cache and ran another test entry. Nothing.
