I apologize for all the trouble it has caused and sorry about your time.
As per your description, Firstly, we would like to convey that, once the Pages or Sections distribution is done it takes some time to sync into Students section. The time of syncing varies based on the network, size of the page.
I suggest you sync the notebook manually in OneNote 2016(right click name of the notebook>sync this notebook now), wait for a while and check if you can see it.
I suggest you sign in Office 365 in the browser with your work or school account, then click SharePoint in App Launcher to go to SharePoint site, and then find your class notebook and open it in the browser. Then try distributing page or sections with the steps in the following article:
Distribute Class Notebook pages and sections>Online & Windows 10
Also, try to Distribute page/section in OneNote for win 10 and OneNote for the Web and see the outcomes.
If the issue persists after you manually sync the notebook, and you don’t see the distribute section for a long time. Could you please share me with information below for further troubleshooting?
1.What is your OneNote 2016? You can check Version of OneNote 2016 by click File>Account
2.Is the distribute page a custom section or Collaboration Space & Content library?
3.Please share sync error if there are any with us. you can check sync status in File>Info>View Sync Status
