As per your description, it seems that you want to link Microsoft teams action planner with Excel file without power automate.
Based on my test result, I'm afraid that there is no out of box feature to achieve the requirement without Microsoft power automate trigger Flow(Honestly, this feature is not available yet in Microsoft Planner app). I tried in Excel>Data tab>Get Data>From other sources>Form web, but unfortunately not get result. Currently we can only click on "Export plan to excel" (manual export to Excel)from the three dots at the top of your plan.
We feel your pain due to this limitation and we’re really feel sorry for it. Regarding to your concern, I request you, please send/provided feedback to related planner development team via Microsoft planner feedback portal, so that they can get notice about it, and we are sure it will speed up this process. Your advice is very important to us.
We can expect this feature to be used in the future in Microsoft Planner.
