Regarding your question, currently, for Microsoft 365 Personal accounts, Microsoft Loop does not send notifications when sharing workspaces, a known limitation of Loop. For more information, you can refer to | Join Loop workspaces with a link (microsoft.com)

Even if you set “Edit” permissions, the person receiving the link may still only be able to view the page. This may be because some of Loop's features are limited on individual accounts. Make sure your coworkers are using a Microsoft 365 work or school account so they can get full editing privileges.
Additionally, I tested this on a work account, separately with a personal account and separately with a work account, and the results are shown below:
Work account:


Personal account:


The results show that there is a difference in the use of the work account and the personal account, and there are some limitations in the personal account.
Shared Workspace: To get your coworkers to join the collaborative space, you can try the following steps:
- In the upper right corner of the workspace, open the Share menu and select Workspace.
- Copy the workspace link and send it to your coworkers via Teams, Outlook or another communication platform.
- Once your colleague clicks on the link, they will be added as a pending member. You will need to accept their request to join in the members list of the workspace.
