    SSMS itself doesn’t require a license and is free. If the device used to run SSMS has a license to access the Sqlserver instance you can use SSMS to access it.

    SSRS is licensed as part of Sqlserver. Installation requires a SQLServer license key. Your 3rd party SQLServer host should also supply a SSRS instance. To buy your own copy, you purchase a SQLServer license.
