As of now, the Azure Data Lake Analytics (ADLA) portal extension is not available in the Azure Fairfax (US Government) cloud. ADLA is a retired service in commercial cloud and was never made generally available in sovereign or government regions, including Fairfax.
If you're looking for similar capabilities in Fairfax, you may want to consider Azure Synapse Analytics or Azure Data Lake Storage Gen2 combined with Azure Data Factory for data transformation workloads.
