1. Install .NET framework 4.0 directly:
2. In case installation is blocked by Windows:
- Right-click the Installer > Properties > Check Unblock (If showing) > Apply > OK
- Right-click Installer > Run as Administrator
3. Enable through Windows Feature (If the above step can't solve it):
- Open Run dialogue (Windows + R) > input optionalfeature.exe > Enter
- In the list, check .NET Framework 3.5 > OK > Wait for Windows to install
- Retry the .NET 4.0 installer
