To answer your question: currently, Microsoft Teams does not offer a built-in feature to customize the default waiting room illustration you mentioned as shown in screenshot below.
If possible, I recommend that the organizer join the meeting a bit earlier than the scheduled time and use a PowerPoint slide or a custom banner app to share their screen. This way, when participants join, they’ll feel reassured that they’ve entered the correct webinar and see a more personalized welcome.
