I know you said you tried a hardware reset (which is the Hold Down the Power Button 'reset') correct? I don't know if the following will work, but you don't seem to have tried this yet.
Hold down the Power button on your computer for apprx 10 seconds to turn it off if it is on/boot looping. Press the Power button again to turn it back on. When the boot logo appears, immediately hold the Power button for another 10 seconds to turn off your device. Repeat this process about three times until the Automatic Repair window appears. Then, click on Advanced options and select Startup Repair. (As I said, I don't know if this will work in your situation, but you've tried all the other "known fixes".
