Based on the Order ID you provided, here are the steps you can follow depending on how the subscription was purchased
- Go to admin.microsoft.com
- Sign in with an admin account
- Navigate to Billing > Your products
- Find Teams Premium, click Manage, then Cancel subscription

If you purchased through a Microsoft partner or reseller, please contact the partner directly to manage your cancellation.
