Thank you for posting, I am here to help you. Possible cause of this problem is due to software issues like corrupted drivers or pending Windows updates, or by hardware problems such as overheating, dust-clogged fans, or a faulty component.
Try the following steps to help fix the problem.
Open Surface Apps then Check and run for pending Driver updates.
Update your Windows to get updated and fix some corrupted Windows files.
For not charging problem did you get any error like:
Plugged in, not charging
Battery not detected
Not plugged in
Try to Force Restart click Start then Power and Shutdown. Once Surface is shutdown press and hold the power button for 20 seconds.
