    Hi, There

As I my experiences, we need to fix the “license agreement data is invalid” error so I would recommend you to follow these steps :

    1. Switch to Telephone activation & grab your ID

    • Open RD Licensing Manager (licmgr.msc).
    • Right-click your server > Properties.
    • Connection method: set to Telephone, pick your country, OK.
    • Open Properties again and note the License Server ID.

    2. Call Microsoft Clearinghouse Have ready:

    • How you bought the CALs EA/OV/Select/MPSA or CSP/Retail key.
    • CAL type (Per User or Per Device).
    • CAL version (RDS 2022/2019—must be > your server version).
    • Quantity and your License Server ID. Tell them you get the “invalid agreement data” error and need a License Key Pack for your server. They’ll give you a confirmation/pack ID.

    3. Install the license pack

    • In RD Licensing Manager: right-click server > Install Licenses.
    • Keep Telephone method.
    • Pick the correct program (EA/Open/MPSA or Enter product key for CSP/Retail).
    • Enter the IDs/key exactly. Finish and confirm the pack shows under your server.

    4. Point Session Hosts to the license server & mode Use GPO or run as admin on the Session Host:

    $LicServer = "YOUR-LICENSE-SERVER"
    # 4 = Per User, 2 = Per Device
    Set-ItemProperty 'HKLM:\Software\Microsoft\Windows NT\CurrentVersion\Terminal Server\RCM\Licensing Core' `
-Name LicensingMode -Type DWord -Value 4
    New-Item -Path 'HKLM:\Software\Microsoft\Windows NT\CurrentVersion\Terminal Server\RCM\LicenseServers' -ErrorAction SilentlyContinue | Out-Null
    New-Item -Path "HKLM:\Software\Microsoft\Windows NT\CurrentVersion\Terminal Server\RCM\LicenseServers\$LicServer" -ErrorAction SilentlyContinue | Out-Null

=> Then gpupdate /force or reboot.

    5. Verify

    • Open RD Licensing Diagnoser on the Session Host. It should show the correct mode, reachable license server, and installed packs.
