Have you signed in to Teams with exactly the same account as you have used with Skype?

    https://support.microsoft.com/en-us/office/moving-from-skype-to-microsoft-teams-free-3c0caa26-d9db-4179-bcb3-930ae2c87570

Be aware that the entire Skype chat history will be transferred to Teams Free application only when using personal account. You cannot use work/school account. Note also that the call history with phone-only contacts is not transferred to Teams Free.

The balance which you had on Skype is not transferred to Teams, but you can use this balance to make phone calls from the Skype Dial Pad site on the Web:

    https://calling.web.skype.com/

Again, you must be sure to sign in to this site with exactly the same account as you have used with Skype.

In the case your credit has expired due to not being used within the last 180 days, this credit can be reactivated from this reactivation site:

Skype Dial Pad does not show contact names, only phone numbers are displayed.

If the "missing" contacts are the "phone-only" contacts, then these contacts are by default not transferred to Teams Free. However, if you have Teams installed on a mobile device, then you can sync phone contacts from this device.

    https://support.microsoft.com/en-gb/office/sync-your-contacts-in-microsoft-teams-free-313a0ecd-6d3d-4645-9db2-92762be9618a

Alternative, you can export your entire Skype contact list as a file (.csv file).

    https://secure.skype.com/en/data-export

There is no option available to transfer this contact list to Teams Free, but you can use the information available in this list to add contacts in Teams.

Check out this fairly new feature, and see if it might help.

    https://teamsinsider-dev.azurewebsites.net/blog/people-app-in-teams-free/

This is the people app that's currently only available for Teams Insider users.

To opt into Insider, go to your Teams app settings > Teams Insider program. Opt in there. It can take perhaps half an hour for your Insider status to kick in, look for the Update gray button on the upper right when it appears, then click on it to update and restart. Then see if you have the People tab on the left. It worked for me, but I migrated from Skype to Teams before Skype retired in May.
