As I am downloading a new program. I continue to get "install server is not responding". I have tried multiple things turning windows installer on/off. Nothing I have tried is working. I have four new computers with the same set up.

I have program I download on all my computers. I have never had a problem getting them to do so. But for one of my new computers it begins the download process and then gives me "install server not responding". I have tried turning the server on/off, I reinstalled microsoft. Nothing has worked.

    The error you are encountering often means the Windows Installer service can't reach its installation service endpoint. Since other computers still work well, the problem is specific to this one.

    In this case re‑registering Windows Installer and repairing system files are the most effective first steps to take. If the installer depends on internet access, you need to check DNS/proxy/firewall differences between this PC and the other ones. If nothing works, you may consider re‑imaging the faulty PC from the same golden image used for the others, as it may have a corrupted base install.
