    Hi Dessainte Thierry (ZP Huy),

You are just looking in the wrong spot. The "Licences" tab you checked is for subscriptions like M365 E3/E5. Your Windows OS keys are in a different, hidden place.

Your "Product keys reader" role is correct. Here is the path where that role works:

In the M365 Admin Center, go to Billing in the left-hand menu.

    1. Click on Your products.

On the page that loads, click the Volume licensing tab at the top.

That's where all your old VLSC agreements, download links, and MAK/KMS keys are now hiding.

If this helps you find them, please click "Accept Answer" to help others!!

    Dear Dessainte Thierry (ZP Huy),

If the Volume licensing tab is empty, it’s usually a scope/permissions issue, not the role itself. You can do this:

    1. Check tenant: Top-right org switcher → make sure you’re in the tenant that owns the VL agreements.

Pick the VL billing account: Admin Center → Billing → Your products → use the Billing account dropdown → select the Volume Licensing account (EA/MPSA), then open Volume licensing.

If still no VL account appears:

3.Ask your licensing admin to add you as Product keys reader on the billing account (Billing → Billing accounts → the VL account → Roles and permissions → Add you).

If it still doesn’t show: the VL agreements aren’t linked to this tenant, having the EA/MPSA admin link them (or ask Microsoft support to link).

Note on Windows 11 Pro keys: VL doesn’t provide a separate “Pro MAK.” Use Windows Subscription Activation (with M365/Windows E3/E5) or KMS (clients use the built-in GVLK; only the KMS host needs a key).

Your admin needs to contact Microsoft Support to have the VL agreement manually linked to your tenant. This is a common issue after the VLSC migration.

    Microsoft Documentation for your Admin:

Main Guide - Signing in to Volume Licensing: This page explains how the new system works. The most important part is the "Troubleshooting" section, which confirms that if products are missing, you must contact support. Link: https://learn.microsoft.com/en-us/microsoft-365/commerce/licenses/vl-sign-in?view=o365-worldwide

Official VL Support Contact Page: Your admin needs to use this page to open a support ticket. They should describe the problem: "Our Volume License agreement is not appearing in the M365 Admin Center." Link: https://learn.microsoft.com/en-us/microsoft-365/commerce/licenses/contact-vl-support?view=o365-worldwide

Community Proof (Optional): Here is an example of another Global Admin with the exact same problem (no VL tab, even as admin). The answer confirms the only solution is to contact support.

I hope this helps your admin get the problem resolved quickly! If this new information helps, please click "Accept Answer"!
