The only option to change DOB is through an Organiser account.

• Create a new Microsoft account (assuming account B) with the correct DOB. From that account, please go to https://family.microsoft.com
• Click Add a family member. Invite the account you wish to change Date of Birth for (Account A).
• Accept the invite from A and both should be in the Family group.
• Now if you go to https://account.microsoft.com/profile page from A, it should ask for permission from B.
• Approve the permission in B recieved in the email.
• Change the Date of Birth.
• You can now leave the Family group.
