Thank you for posting, I am here to help you today. If the screen on your Surface getting flashing white you can try this steps and check if this will help.
Turn off adaptive brightness.
Click Start button then select Settings and choose System. Go Display then click brightness and Change brightness based on content, select Off.
Access UEFI mode and check if still flashing white.
Turn off your Surface and wait 10 seconds.
Press and hold the volume up button on your Surface, and at the same time, press and release the power button . The logo screen will appear.
Continue to hold the volume up button . Release the button when the UEFI screen appears.
View the screen and see if the problem is still present. If the screen is working correctly within UEFI, the problem is likely with the software installed on the Surface.
If the screen is not working correctly within UEFI, the problem is likely with the hardware. Proceed with submitting a service order.
