    I have a similar setup with the Surface 7 and Photoshop and Creative Cloud worked for me until the latest update a few days, now I get the same error message as you. I have re-installed everything, including Windows, and nothing seems to make it work. Adobe needs to provide an option to go back to previous versions as that one worked. I can't open Creative Cloud to go back to the previous version of Photoshop or even install the current version.
