Windows 7 SP1 installation. Net Framework 4.7.2 failed

I am repeatedly failing to install both .NET Framework 4.7.2 and 4.8 on a Windows 7 SP1 system, with the error consistently pointing to certificate problems. This issue persists even after running the NetFxRepairTool.exe. What is the most common or likely root cause for certificate validation failures during .NET Framework installation on Windows 7 SP1, and what specific steps should I take to resolve the certificate chain validation (e.g., manually updating root certificates or specific security updates)?
