Need Developer Program Eligibility Reset – New Account Still Blocked from Sandbox

Hello Microsoft team,

I recently created a new Microsoft account (<Remove PII>@outlook.com) to join the Microsoft 365 Developer Program. However, after completing my profile and selecting a developer focus aligned with my workflow automation and Excel expertise, I still receive the message:

“You don’t currently qualify for a Microsoft 365 Developer Program sandbox subscription.”

I suspect this may be due to prior associations with older accounts or phone numbers that were previously linked to a sandbox. I’ve deleted my old profiles and followed all recommended steps to reset eligibility.

Kindly assist in resetting my eligibility and clearing any backend associations so I can access the E5 developer sandbox with this new account.

Thank you for your support and guidance.

To resolve the issue of not qualifying for a Microsoft 365 Developer Program sandbox subscription, you may need to ensure that there are no lingering associations with your previous accounts or phone numbers. Since you've already deleted your old profiles, it’s important to verify that your new Microsoft account does not have any conflicts with prior accounts. Here are some steps you can take:

    1. Check Account Status: Ensure that your new Microsoft account is fully set up and not linked to any old accounts or phone numbers.
    2. Wait Period: If you recently deleted your old accounts, there may be a waiting period before you can use a new account for the Developer Program. Ensure that enough time has passed since the deletion.
    3. Contact Support: If the issue persists, consider reaching out to Microsoft support for assistance in resetting your eligibility and clearing any backend associations that might be blocking access to the sandbox.

Unfortunately, I cannot assist directly with account management or eligibility resets, but following these steps should help you resolve the issue.

    Hi @Bhaben Dutta
Thank you for reaching out to the Microsoft Q&A forum support.

Based on the information you've shared, I understand you're trying to join the M365 Developer Program with a new account but are still receiving the "You don’t currently qualify" message. You suspect this is due to your phone number being linked to an old, deleted sandbox.

First, I need to inform you that I am a moderator, and I do not have access to the specialized backend tools for this program. The M365 Developer Program uses a separate, automated system to evaluate eligibility, and users must meet the requirements of that system. I cannot manually reset your profile or clear any backend associations.

From what you've described, it appears the automated system has not yet approved or processed the disconnection of your phone number from your old sandbox account.

As all approvals and removals are handled by this automated system, the most reliable recommendation in this case is to register using a completely new phone number that has never been associated with the program before.

In the meantime, in case you need it for your new registration, I've found the official documentation that describes the types of activities the system looks for to qualify for a sandbox. You can refer to it here:

    Thank you for your understanding.
