    Dear Brantley shaffer,

Thank you for reaching out to the Microsoft Q&A Forum.

You could try following these steps below to solve this issue:

    1. Kill delivery optimization service:
      • Pause the download in Xbox app.
      • Press Ctrl + Shift + Esc to open Task Manager > Services tab > Find "DoSvc" or "Delivery Optimization" > Right-click > Stop.
      • Resume download. To make permanent: Go to Settings > Apps > Installed apps > Search "Delivery Optimization" > Advanced > Repair/Reset.
    2. Reset core download services:
      • Press Windows + X, select Terminal (Admin) or Windows PowerShell (Admin).
      • Run these commands one by one:
             net stop bits
             net stop dosvc
             net stop GamingServices
             net start bits
             net start dosvc
             net start GamingServices

      • Restart your PC, then attempt to restart the download.
    3. Disable IPv6 on your network adapter:
      • Right-click network icon > Open Network & Internet settings > Change adapter options.
      • Right-click your active connection > Properties > Uncheck "Internet Protocol Version 6 (TCP/IPv6)" > OK.
      • Restart your PC then resume download.

Last resort, if all steps above could not help, you can also try to fix the issue by performing an In-place Upgrade. Please read this Reinstall Windows with the installation media - Microsoft Support User's image Disclaimer: Let's try performing an in-place install or in-place upgrade which will refresh your Windows files and operating system without removing files or applications.
