Windows Update pushes the same version of 25H2, possibly because the system was removed from the Windows Insider Program release preview. Each installation attempt fails and rolls back.

Already tried the following with no luck:

rm -Path "C:\Windows\SoftwareDistribution" -Recurse -Force

I just tested a theory based on your post. I REJOINED Windows Insider on the RP channel, restarted, and tried checking Windows Update again. Guess what's no longer offered? 25H2 yet again! [I've had it since 8/29, but was getting it offered once again since about Friday the 21st].

Obviously, there is some serious trouble in the W11 code.

I understand that you are having some struggle with Windows update. As I see, the error code you see point to an issue with external connection. In this case, please try to remove them all first, then restart your PC and try to preform the upgrade again.

If that doesn't work, please try those steps as well.

Perform a Clean Boot Disclaimer: A “clean boot” starts Windows with a minimal set of drivers and startup programs. It helps to determine whether a background service is interfering with your game or program and to isolate the cause of a problem.
1. Type "msconfig" in the search bar and press Enter.
2. Uncheck "Load startup items"
3. Select "Services" tab
4. Select "Hide all Microsoft Services"
5. Check all and select "Disable all"
6. Open Task manager
7. Go to the Startup tab and disable all startup apps.
8. Restart your PC and try the installation again.
Disable optional feature
1. Type "PowerShell" in the search bar and select "Run as administrator"
2. Type Get-WindowsOptionalFeature –Online | Where-Object {$_.State –eq “Enabled”} and press Enter to open the Optional feature list.
3. Disable them one-by-one with this command Disable-WindowsOptionalFeature –FeatureName "FeatureName" -Online.
4. Restart your PC.
Modify Migration Directory.
1. Open File Explorer
2. Navigate to C:\Windows\System32
3. Find the "Migration" folder and rename it to "Migration.old"
4. Restart your PC.

No recovery point has been created. Windows Update keeps pushing this update to me, then fails and rolls back. I plan to pause the update.

Pausing the update for now is a good solution to prevent any further issues for now.

Just in case, may I know have you tried to install the 25H2 official version using the .ISO file yet? If you did, can you please tell me what it say?

I received an email previously about the comment but couldn't see it on the webpage, but now it's visible again. It might be an issue with the comment filtering system.

I´m having the same problem here. Exactly the same message and scenario reported by Howard. One of the many tests performed was installing via the 25H2 ISO downloaded directly from Microsoft using Media Assist, and the result was the same error.

My updates are currently paused because every time we check for updates, the system tries to download all files again and starts an installation cycle of fails, and rollback for the same reason.

I have already tried using the official 25H2 installation image, but it appears that the installation was interrupted and then rolled back. I will try again later.

I tried again and confirmed that the official installation image also results in the same error code 0x8007042B-0x2000D, followed by an update rollback. Additionally, the same final cause of the error appears every time:

V2VArbitrate: Source migration unit <System>\Microsoft-Windows-TPM-Driver-WMI (CCSIAgent) is not supported on the destination machine and it will not be restored V2VArbitrate: Source migration unit is critical, arbitration will fail[gle=0x000000cb]

This error occurs with updates delivered through Windows Update and with updates installed from the official installation image. Moreover, the current device has a fully functional TPM and meets the requirements for enhanced hardware security.
