Hello Howard,
Welcome to Microsoft Q&A forum. It's my pleasure to help you today.
I understand that you are having some struggle with Windows update. As I see, the error code you see point to an issue with external connection. In this case, please try to remove them all first, then restart your PC and try to preform the upgrade again.
If that doesn't work, please try those steps as well.
- Perform a Clean Boot Disclaimer: A “clean boot” starts Windows with a minimal set of drivers and startup programs. It helps to determine whether a background service is interfering with your game or program and to isolate the cause of a problem.
- Type "msconfig" in the search bar and press Enter.
- Uncheck "Load startup items"
- Select "Services" tab
- Select "Hide all Microsoft Services"
- Check all and select "Disable all"
- Open Task manager
- Go to the Startup tab and disable all startup apps.
- Restart your PC and try the installation again.
- Disable optional feature
- Type "PowerShell" in the search bar and select "Run as administrator"
- Type Get-WindowsOptionalFeature –Online | Where-Object {$_.State –eq “Enabled”} and press Enter to open the Optional feature list.
- Disable them one-by-one with this command Disable-WindowsOptionalFeature –FeatureName "FeatureName" -Online.
- Restart your PC.
- Modify Migration Directory.
- Open File Explorer
- Navigate to C:\Windows\System32
- Find the "Migration" folder and rename it to "Migration.old"
- Restart your PC.
