ZRS disk replication through ASR into region that does not support availability zones

I have an FCI cluster in azure with two shared disks. The disks are configured with ZRS. My DR is in a region that does not support availability zones. I want to enable ASR for the VMs of the FCI cluster, but this keeps failing with the error that ZRS is not supported in my target region. In the enable replication menu of the azure portal, the ZRS disks only has the option for ZRS targets, I cannot select LRS. I only see standard ZRS and premium ZRS as a target, I need to see an LRS option for this to succeed.
