I want to clarify that currently, Microsoft Teams does not provide a built-in option to restrict who can start and end the Webinar.
I agree this would be a valuable enhancement for the organizer to manage the Webinar event. Reduce the possibility of mis click the "End event" button. In that case, I sincerely recommend you go to Feedback community hare it through the official Microsoft Feedback Portal. This is the best way The Product Team is in-charge of the feedback site, and they are constantly checking the comments and feedback from our customer. Many features have been developed or improved based on users' comment.
