- Is this happening in the desktop, web, or mobile Teams client?
- Have any Teams Messaging Policies or Address Book Policies been applied in the new tenant?
- Are guest users also visible or only internal users?
- Could you please share the screenshot of the issue via private message? Please find private message as picture below
