Can't use Skype Dial Pad to call to other countries which is not my hometown

I still have got the credit in Skype, so I try to use the Skype Dial Pad, however I can't use it to call to other country which is not my hometown. Please can anyone advise how to fix this. Thanks so much.
additional note: Dialing Format is correct, I have enough Credit, I try to call to USA, China and there is no Network Issues as I can call to number in my hometown.

    What Caller ID is set on the account you are using to make calls with Skype Dial Pad?

    In the Dial Pad page select Settings -> Calling.

    In some countries restrictions might apply on calls without Caller ID or calls with Caller ID from selected countries.
